Litter
The railings in the photo are school railings and all the way along them, on the non-school side, there is litter caught up in the shrubs and bushes. The litter has so obviously been blown from the school rubbish bins (there is litter on the other side of the fence too). The school know of it but do nothing ( I have drawn their attention to it on a number of occasions) ... It makes me cross !!
